TWO of Scotland's most senior civil servants have run up bills of almost GBP 12,000 on government credit cards to fund trips to Malawi, the United States, Europe and China.

Since 2007, Sir John Elvidge, Scotland's leading civil servant, has charged GBP 5,393 on his taxpayer-funded card to pay for meals and accommodation in Scotland and further afield.

The permanent secretary's trips have included working expeditions to Brussels and Berlin, plus several excursions to Belfast, Cardiff and London.

The government's chief economic adviser, Andrew Goudie, ran up GBP 5,859 on his card over the same period. Mr Goudie's expenses included meals and accommodation on trips to Dublin, Belfast and London. But his most expensive trip was for five nights he spent in Beijing in February last year when he put GBP 1,055 on his card.

Mr Fake Rolex Goudie visited Malawi twice at a time when the Scottish Government was anxious to promote Scotland abroad.

He also went to Boston for an official visit in October 2008, a trip that saw him put GBP 582.57 on the card. The cards were not used to pay for officials' flights.

Opposition politicians questioned the need for officials to go on such trips.

Lord Foulkes, the Labour MSP who claimed GBP 54,527 in expenses in 2008 from the House of Lords, said: "In these straitened times when money is tight, the SNP government and its officials should ensure that every penny they spend is spent wisely.

"Judging by their itineraries, one would think some of these officials were senior civil servants in the Foreign Office rather than the home civil service.

He added: "The Scottish Government and its officials should be concentrating on helping families and protecting jobs here, instead of going off on taxpayer-funded foreign jaunts."

Conservative deputy leader Murdo Fraser said: "The civil service are clearly taking a lead from Alex Salmond in terms of overseas trips, especially as this news comes in the same week that we learn our First Minister is jaunting off to the Maldives."

A spokesman for the Scottish Government defended the fake rolex officials, saying the cards were only used for business expenses and for "representing Scotland's interests at the highest level".

He said: "They routinely work long hours and staying overnight often means they can carry out more government business more efficiently. Mandarin residents Kim and Daryl Brown spent the better part of Jan. 25 with the Marines at Kings Bay Naval Submarine Base in Georgia. The Browns weren't simply visiting the men and women. They were training with them, making sure all the Marines worked up a good sweat.

NEW HAVEN -- Jackie Johannes has seen the highs and the lows of college basketball in her four years at Southern Connecticut State.

Johannes was a member of the national championship team in 2007. A year later, SCSU went 15-14, and then last season, it was just 7- 20. You might say that SCSU needed to rebound.

That's where Johannes steps in.

Johannes, a senior forward from Southbury, leads the Northeast- 10 in rebounding at 10.1 per game and, more importantly, has led SCSU to an 11-10 record, including 8-8 in the conference.

Southern visits rival New Haven today at 2 p.m. in a key conference battle. The two men's teams play at 4 p.m. to cap the doubleheader.

Averaging 11.3 points, Johannes is the only player in a conference loaded with stars like Franklin Pierce's Johannah Leedham to average a double-double.

Johannes said the transition to a new coach wasn't easy.

"She's got a very different style, and it took some time to get used to it," Johannes said. "I like it. It's a lot of work. You play hard the entire game, but once we've picked it up, we've done well."

Johannes played in 25 games in the championship season and learned a lot.

"Just watching the girls in practice, I learned so much from them," Johannes said. "It was a wonderful year, and I'll never forget i

A longtime Roanoke Valley journalist has been named director of public relations for Ferrum College.

Former WSLS (Channel 10) anchorman John Carlin started his new role Wednesday, replacing Natalie Faunce, who will soon appear on a new midday entertainment show on WSLS.

The Customs officers raided around 24 offices and shops of around a dozen importers dealing in electronic goods from China, Hong-Kong and Singapore on Wednesday. ANDY Robinson and his Scotland team have much that is positive to build on despite falling to their second defeat in two games in the RBS Six Nations Championship. "Chris [Paterson] will also remain in hospital today after the damage he sustained to his right kidney. Fortunately he does not require surgery at present. In effect, he has a massive bruise in the middle of his kidney, but that will gradually repair itself and the medical team are also pleased with his progress."

In Paterson's case, the SRU stated that he could be out of action for up to ten weeks. Lamont will also be monitored by medical staff after suffering knee ligament damage.

BBC Radio Two DJ Chris Evans, a second cousin of Scotland players Max and Thom, was at the match and he spent time with the brothers' parents Brian and Sally at the hospital on Saturday night. Well, sadly not really. Because no updated jokes involving Russell Brand are going to stop this questionable revival being more of a period piece beset with laboured and clunky wisecracks.

This is a shame because the four performers on show are a fairly talented and versatile bunch - dressed in penguin suits in this dark basement studio space, they move from giggling girls to lashed up lads to meatheaded machismo with skill and some aplomb. Their timing and sense of fun is also, for the most part, spot on.

A VIOLENT argument has cost a Kingswood bouncer his job and his security licence, Bristol magistrates heard yesterday.

The second of two men charged in a 2005 double slaying at a West Palm Beach dance hall is back in Palm Beach County.

As of last week's regional rankings, the Missouri Western men are still in the NCAA tournament hunt.

The Griffons (15-10 overall, 10-8 MIAA) sit at No. 9 in the South Central region and are tussling with No. 7 Southwest Baptist, No. 8 Northeastern State and No. 10 Angelo State, winners of seven of its last eight, for the final two at-large berths.

Western coach Tom Replica Cartier Smith doesn't think his team is in line for a jump simply because it snapped a three-game losing streak with its 68-55 win over Truman State (5-21, 3-16 MIAA) last Saturday.

"I would think we'd go to 10th at best," Smith said. "You can't say, 'Well you won a game.' Northeastern was slightly ahead of us, and they beat Central Oklahoma (No. 4 in the region). They'll go way up. We beat a team that's under .500, and you don't go up as high."

The Griffons close the season against a suddenly slumping Baptist squad (16-9, 10-8 MIAA) -- losers of four straight -- in a game that will determine a conference tiebreaker between the two schools. Matt Rogers, the Bearcats' star post player, has missed the past six games but Smith expects him back by the time the teams tangle on Saturday.

Smith said his team, should it lose to either No. 3 Central Missouri or Southwest Baptist, will need to win the MIAA tournament to earn an NCAA spot.

"I think for us to stay in the 8-9 (spots in the region), we're going to have to win both games," he said. "We're going to have to make a giant move to get back."

Smith doesn't anticipate any sort of half-hearted effort from the MIAA-champion Mules either, as they are still playing to host the South Central regional.

Lack of depth on display

With just less than 5 minutes remaining in the first half against Truman State, Jessica Koch picked up her third foul.

This wouldn't leave a gaping hole under ordinary circumstances, but with starting point guard Kayla Vice already on the bench with three fouls and its other primary ball-handlers, Lauren Nolke and Kallie Schoonover, out with knee injuries, Western's (7-15, 5-13 MIAA) depth concerns had reached another level.

"When Pandora Beads Wholesale (Koch) got her third, I didn't have much of a choice after that," Western coach Lynn Plett said. "It really did show how important those two people are to us because the offense is very limited (without them)."

Plett went with a Brittany Casady-Brenna Saline combo at point guard, but the Griffons struggled with drives. C.C. Bozeman did drain two treys to keep the deficit manageable, however.

"We mix it up a little bit in practice so it's not like it's totally foreign to (Casady and Saline) to be able to (play point guard), but they're not necessarily the most comfortable doing that," Plett said.

Casady netted 10 points in the game, however, with Saline pulling down eight rebounds.

Plett said Schoonover probably won't return this season.

Snow sets back Griffons

The No. 8 Western softball team (3-2) lost its two opening games - - to Central Oklahoma -- before rebounding in their five-game weekend in Edmond, Okla.

KIRKSVILLE, Mo. -- Missouri Wesstern's struggles continued, and the women fell for the seventh consecutive game Saturday when they lost 73-67 to Truman State classic tall ugg boots in Kirksville.

Kayla Vice led the charge for the Griffons with a game-high 19 points on 7-for-14 shooting from the field. Western sits at 7-18 overall and 5-13 in MIAA play.

The two teams went back and forth for the first 11 and a half minutes with the Griffons holding the narrow 18-17 lead after Rachel Luteyn nailed a free throw. The Bulldogs used the next 4 minutes to go on a 12-3 run, taking a 29-21 lead after a Jennifer Conway jumper with 3:39 to play in the first half.

Charlondra Bozman connected on two long-range bombs late in the half for the Griffons as Western closed on an 11-6 run, cutting the Bulldogs lead to 35-29 at the half. Bozeman led all players with seven points in five minutes of action while Koch all players on the boards with eight.

The Griffons struggled from the field going just 10-for-32.

Two 3-point shots -- one by Galey and one by Daniels -- gave the Bulldogs the 56-50 lead with 4:58 to play. Daniels ignited, hitting 4 of 9 3-point attempts, and the Bulldogs rolled the rest of the way.

Truman (11-15 overall, 6-13 MIAA) finished 10-for-11 in free throws and 28-for-69 in field goal attempts. They also made 7 of 21 from long range.

The Griffons made just 24 of 62 field goals and 4 of 18 from long range. Brittany Casady finished with 10 points while Koch had nine points and a career-high 13 rebounds.

Western men 68, Truman State 55

The Griffons men outscored the Bulldogs 40-16 to get a key roady victory.

Marcus Rhodes led the charge by tying a career-high with 26 points while connecting on 10 of 13 field goals. Rhodes scored 17 of his 26 points in the second half, tag heuer replica helping the Griffons improve to 15- 10 overall and 10-8 MIAA. The win snapped their three-game losing streak.

Tonight's opening ceremonies will unite athletes and fans from around the world. WNY has its own melting pot of sorts competing in the Games in various sports. In addtion to Ryan Miller, here are the men and women, athletes and coaches, who will represent this region.

Ryan Callahan.

Sport: Hockey.

Country: United States.

Bio: The Rochester native emerged last season with 22 goals while playing for the New York Rangers, but the Americans like him more for his attitude and work ethic than his offensive talent. He brings a relentless style that's needed on a roster loaded with speed and skill, and he can provide scoring punch. He also gives the United States a solid defensive forward who can help slow opposing forwards.

Outlook: Callahan being Puma Watches selected over fellow Rochester product Brian Gionta was somewhat of a surprise, but the Yanks could be looking down the road with this pick. Callahan is only 24. Whatever he takes from this experience will help in 2014 if NHL players participate in Russia.

Bio: The Hamburg aerialist was stunned when he made the U.S. Olympic team after finishing a disappointing 33rd during a World Cup event in Lake Placid. His 15th-place finish in Park City, Utah, combined with others faltering allowed him entrance to his first Winter Games. DePeters, 22, who graduated from Hamburg High in 2005, developed his jumping skills at the Buffalo Ski Club.

Outlook: Anything can happen in the world of freestyle skiing. Jeret "Speedy" Peterson is the American favorite, but all it takes is one good jump to reach the podium. Orchard Park moguls skier Travis Mayer was an underdog who soared to silver in 2002.

Country: Germany.

Bio: The Sabres' second-round pick in 2005 was playing in a German professional league before signing this year and getting assigned to AHL Portland. He has played in the last three world championships, registering a goal and six assists in 18 games. He's unproven on the highest international level, however.

Russell's Jon Montgomery woke up Saturday an Olympic champion and the toast of the country.

"It's pretty unbelievable and I woke up this morning hoping that it wasn't all a dream," Montgomery said via telephone yesterday from the Olympic Village in Whistler, B.C.

The fun-loving, fast-talking part-time auctioneer and full-time Canadian Olympian became Westman's first ever individual gold medallist when he won the men's skeleton Friday at the 2010 Winter Olympic Games, setting off a wild celebration with friends, family and fans in Whistler, not to mention in Russell where supporters also partied into the night.

An instant national celebrity, the 30-year-old graduate of Major Pratt high school has spent the past 24 hours doing dozens of interviews and even taking a call from Prime Minister Stephen Harper, before capping his whirlwind day with the gold medal presentation ceremony last night in Vancouver. Life may never be quite the same for Montgomery, but he is doing his best to remain grounded.

"I quite liked my life before all this, so I hope it doesn't change," Montgomery said. "But no, I haven't thought that far ahead and I am certainly not hoping for stardom and the next endorsement contract. I am just going to enjoy the moment."

Montgomery's moment was shared with his father Eldon - who attended Brandon University - and mother Joan and sisters Jill and Jodi, who were among a dozen family members who were there in person to witness his historic moment, along with his girlfriend Darla Deschamps.

WINNIPEG - Millions of Canadians watched him capture gold and celebrate by chugging a pitcher of beer.

Now, Manitoba's fast-talking, beer-drinking Olympic champion Jon Montgomery will be watched by millions more when he makes an appearance on the "Oprah Winfrey Show" today.

A spokesman for Winfrey's production company Harpo Inc. confirmed Montgomery will teach Oprah Winfrey Show correspondent Ali Wentworth how to skeleton. The segment was filmed in Lace front wigs Vancouver on Thursday, and will air on Winfrey's Fridays Live show this afternoon.

Montgomery, 30, catapulted to stardom after racing down the men's skeleton track at the Whistler Sliding Centre to stand atop the podium as a champion. The part-time auctioneer quickly became known as the nation's champion "hoser," and news of the small-town hero's upcoming interview with Oprah has ramped up excitement over his victory.

"It's sort of surreal for us," Montgomery's dad, Eldon, said from his home in Russell. "It's just been a whirlwind since the night of his Mulberry Handbags victory (last Friday)."

Harpo Inc. spokesman Don Halcombe said Winfrey has recently featured the achievements of gold-medal winning athletes, and Montgomery's Olympic win in Whistler sparked the show's interest.

Eldon said his son has been doing interviews and attending Olympic-related events virtually non-stop since his gold medal win, and that they haven't had much chance to speak. He said the entire town will likely be watching his "Oprah" debut.

He said his son's story has inspired hope across Canada and served as a "reminder that we all need to try a little harder and follow your dreams."

"I think the word is out and about so all of the Oprah fans can take it in," he said.

Montgomery first began sliding at Tower Hill in Russell, literally outside his back door.

He didn't officially pick up the sport until eight years ago when he gave the skeleton a try at Canada Olympic Park in Calgary. Visiting the park with his parents one night, he witnessed a skeleton competition and was instantly hooked.

Parades, entertainment and a permanent sign celebrating the town of Russell's new favourite son are being planned in the wake of Montgomery's win.

"Atta boy Jon! We are so proud of you!" reads a sign at the Russell Inn, where dozens of people jammed into the pub to watch Montgomery's come-from-behind victory.

A town celebration is planned for March 14.

WASHINGTON - China disclosed the other day that its foreign exchange reserves had increased to about $2.4 trillion in 2009, a gain of $453 billion for the year.

These stupendous figures - and the likelihood that the country's reserves will rise by a comparable amount this year - have become a financial, economic and geopolitical reality of surpassing significance.

The significance is not, as many imagine, that China might suddenly "dump" the dollar and dethrone it as the world's major international currency, undermining American economic power and prestige.

Two-thirds or more of China's reserves are estimated to be held in dollars. As an economic strategy, dumping the dollar would boomerang.

It would amount to a declaration of economic war in which everyone - Chinese, Americans and many others - would lose.

Consider what would happen, hypothetically. China would first sell securities in which its dollars are invested. That would include an estimated $800 billion in U.S. Treasury bonds and securities, plus billions of American stocks and corporate bonds.

After unloading the securities and collecting dollars, it would sell the dollars on foreign exchange markets for other currencies: the euro, the yen and who knows what else.

The massive disgorging of dollars could trigger another global economic collapse. As China's selling became known, other foreign and American investors might jump onto the bandwagon, abandoning dollar securities and shifting currencies.

If panic ensued, markets would fall sharply. Banks and investors would see their capital and wealth erode.

The resumption of the global recession, even depression, would shrink foreign markets for China's exports (in 2009, its exports fell 16 percent). To protect jobs, other countries might impose quotas or tariffs on Chinese imports.

Why would China do this to itself? The answer: It wouldn't.

Look elsewhere for the significance of the huge foreign exchange reserves. For starters, they confirm China's mercantilist trade policies.

A country that practices mercantilism strives to increase exports at the expense of its trading partners.

China has done this by keeping its currency, the renminbi (RMB), at an artificially low rate that gives its exports a competitive advantage on world markets.

Huge trade surpluses have resulted, although last year's surplus declined as a result of the global slump.

It's often said that the United States "borrows" from China, because the Chinese hold so many Treasury bonds.

This inaccurately describes reality.

When China receives dollars, it could use those dollars to buy imports. Or it could limit the dollar inflow by allowing the RMB to appreciate, making its exports more expensive and its imports cheaper.

In 2005, China began a modest appreciation of the RMB against the dollar; in mid-2008, it stopped.

Since then, the RMB has depreciated against many currencies, reports economist Nicholas Lardy of the Peterson Institute. In 2010, Lardy expects the trade surplus to grow.

So China accumulates dollars, which must be invested. The large surpluses cause China to "lend" to us and other countries, regardless of whether we want the "loans."

AWEAKENED economy prejudiced the commercial property market last year, with agents working in the sector reporting an extremely tough year.

While the loss of several businesses was painful and is not overlooked, there is a belief that the area has fared better than certain parts of the UK, with property values holding up despite facing the deepest recession since 1929.

Much now rests upon the prospects of a General Election and the pace of recovery, and while the emerging economies of China and India have been remarkably resilient, Europe and the US have suffered, with rising unemployment - especially for the under 30s. Weak consumer spending and a lack of public sector finance have served to exasperate the situation.

Duncan Willey, a partner in PPH Commercial, said despite the year being difficult and there being limited demand, properties values have not been as grossly affected as other parts of the UK," he said.

"Within some sectors of the market there are still reasonable levels of demand and interest, which I am sure will continue to improve throughout 2010 with the benefit of additional bank funding, which has been particularly scarce in 2009.

"I predict we will see certain modest growth in values, both in terms of rental and capital, within 2010, owing to the fact there is a lack of speculative new development.

"With existing stock levels diminishing owing to sales and lettings, it is likely that values will start to increase once again, particularly if more stability can be gained from the economy. There are, however, still pressures upon the commercial property sector - such as empty business rates and tenants looking for more flexible leases."

Mr Willey said there are clear signs the property investment market has started to recover, although many were holding on to assets with a view to higher returns further down the line, leading to less opportunities in the short term.

Looking ahead, he said: "As with everything, a balance needs to take place between the safeguarding of existing jobs together with the creation of new roles to provide future prosperity for the area. Fortunately, commercial property values compare favourably against other parts of the UK. There is a wide variety of skilled and non- skilled labour within the area, together with affordable housing. It is hoped that companies considering relocation will look at northern Lincolnshire as an ideal opportunity to invest for the future."

Together with fellow partners, Mr Willey has taken encouragement from the 85 completed transactions clocked up by PPH and, while down on 2008 figures, it was felt to be "relatively encouraging", given the state of the economy.

Carl Bradley, director of Clark Weightman, said virtually three- quarters of the deals his company completed were in the second half of the year, with 60 per cent leases rather than sales, a marked difference from pre-recession activity and an indication that businesses are taking much more shorter-term views.

He said: "In many respects 2009 is the year best forgotten, and I'm sure I'm not the only person with those sentiments.
